1.will the titanium ever stop working?(if it even does in the first place) 2. if you get it wet will it ruin it
3. the titanium that is soaked into it will it ever come out like if you sweat?

I’m sorry to inform you that these things are quack device with no possible chance that they can have any health effect at all. The only effect would be placebo.
From their website:

This is pseudoscientific garbage with no basis in reality. There is no flow of “energy” in your body in this context – energy is a measurement of work capability. Bio-electric therapy requires electricity, electrodes and a computer to control precise doses.
